Construction Inspection

Provide construction quality inspection services for various parties Including the planning and directing of destructive testing to determine causes of or defenses for non-performing as-built construction. Have observed and documented over 200 and directed over 50 site inspections at single and multi-residence dwellings.

Investigation of deficient construction leading to water intrusion through roof and wall systems and components, walls constructed of wood, masonry, plaster and exterior insulation finish systems (EIFS) with penetrations including windows, doors and flashing.

Prepare reports describing observations, present findings, code requirements and costs of repair to mediators, attorneys and juries.

Construction Defect Negotiation/ Arbitration

As a direct result of construction inspections, mediation, arbitration or courtroom testimony, additional services are frequently requested.  Based upon the clients’ goals, additional services may include mediations (minimum 75), arbitration (minimum 10), trial testimony (minimum 14), and numerous depositions and expert meetings.

Project Management

Provided Project Management services for a worldwide supplier,

manufacturer and installer of curtain wall and structural flooring systems. Past projects include management of the Engineering, Manufacturing and Installation of flooring and wall products for the 72-story Library Square Tower, 56-story Southern California Gas Center, New Federal Office Building, Ronald Reagan State Office Building and expansion of Salt Lake City Airport terminal and parking structures. More recently, provide reconstruction management of condominiums and single family residences after construction defect litigation.

Additional projects involved repainting exterior of an occupied Veterans Administration Hospital, scheduling sandblasting and painting around hospital surgery schedules; Project Management of engineering, manufacturing and transport of oil production equipment enclosures on the North Slope of Alaska; Managed replacement of the steel and concrete floors on the fire-damaged 60-story First Interstate Bank Building in Los Angeles.

Estimating/ Specification

Development

Estimate quantities and select materials for mechanical, piping and electrical systems used on residential and commercial structures, as well as petrochemical refineries and generating plants.

Estimate costs to repair, determine method of repair, review outside estimates, and assign responsibility to involved parties.

Prepare specifications for remediation of defective construction and manage actual reconstruction. Provide construction observation services.

Claims

Analysis

Claim investigation and resolution for subcontractor or owner-based claims developing from poor performance, time or cost overruns, or lack of adherence to contract documents. Development of strategies to return to acceptable schedules and budgets. Assembly of documents and strategies for arbitration.

Contract

Administration

Administration of traditional and design-build contracts for commercial office and industrial structures, private and state projects; condominium reconstruction, nuclear power plant facilities in Taiwan, Arizona, Georgia and California.

Negotiations between owners, architects and general contractors to create the initial contract agreement and ongoing interpretation of contract intent, language and application. Formulation of contract terms, unit prices, schedules, penalties, and damage clauses.

Field Management

Jobsite management of storage and distribution of refinery and nuclear construction materials, St. Croix Petrochemical Project, USVI; Calvert Cliffs Nuclear Generating Station, Maryland; British Petroleum Refinery, Pennsylvania. Tasks included storage and installation procedures, warehouse crew assignments, safety oversight and scheduling.
